Affordable Health Care
Without Insurance!
On June 11, 2001 a new program called the Community Access Program (CAP) started. CAP is a program for people who don't have health insurance. You don't have to be a citizen. CAP links an uninsured person with a medical provider who will see the patient for free or at a reduced rate.
To be eligible for CAP:
- You must be uninsured.
- You must have an income less than 200% of the federal poverty level (1 person limit is $1,432 and for a family of two $1,935).
- You must be denied Medicaid.
Steps to get into CAP:
- Call 1-800-996-9969 ext. 3
- You'll be asked your zip code.
- Fill out the CAP application and a Medicaid application.
- Once you are denied Medicaid you will be told where you can go for an appointment.
Only the medical visit is covered under CAP. Services such as prescriptions, labs, X-rays are not covered with this program.
The Elder Law Program is a service partially funded under the Older Americans Act through the Delaware Division of Services for Aging and Adults with Physical Disabilities.
