It is designated by the Governor as the federally mandated Protection and Advocacy (P&amp;A) system and Client Assistance Program (CAP) in Delaware.\u2028\u2028<\/p>\n\n\n\n<p>DRD provides free advocacy services to Delaware residents with physical or mental disabilities. We prioritize our services based on federal agency guidance and needs identified by consumer and community groups.\u2028<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\">What is a P&amp;A?<\/h3>\n\n\n\n<p>The U.S. Congress created the national Protection and Advocacy (P&amp;A) system in 1975 to address abuse, neglect, and lack of services in institutions for people with disabilities.<\/p>\n\n\n\n<p>There is now a P&amp;A in every state and U.S. territory. monitor those providing services to people with disabilities, such as psychiatric hospitals, neighborhood congregate living homes, schools, and prisons, to watch for signs of abuse, neglect, or rights violations.<br><\/li>\n\n\n\n<li><strong>Investigating Suspected Abuse and Neglect<\/strong> &#8211; Qualifications for each program are described in detail below.<\/p>\n\n\n\n<details class=\"wp-block-details is-style-secondary-color is-layout-flow wp-block-details-is-layout-flow\"><summary>PADD \u2013 Protection and Advocacy for Individuals with Developmental Disabilities<\/summary>\n<p>PADD serves individuals with a severe mental or physical impairment that developed before age 22, which causes multiple major functional limitations that are expected to last indefinitely.<br><br>The program also serves young children from birth to age 5 with developmental disabilities, or with conditions that may lead to developmental disabilities, without services.<br><br>PADD typically assists in securing rights to:<\/p>\n\n\n\n<ul style=\"padding-left:var(--wp--preset--spacing--30)\" class=\"wp-block-list\">\n<li>Appropriate treatment<\/li>\n\n\n\n<li>A free and appropriate public education<\/li>\n\n\n\n<li>Freedom from discrimination in housing and family services<\/li>\n\n\n\n<li>Accessibility<\/li>\n\n\n\n<li>Financial entitlements, including Medicaid services and SSI<\/li>\n\n\n\n<li>Freedom from abuse and neglect<\/li>\n\n\n\n<li>Other rights related to the disability<\/li>\n<\/ul>\n\n\n\n<p>Detailed priorities for PADD can be found here: <a href=\"https:\/\/www.declasi.org\/wp-content\/uploads\/2026\/03\/FY26-PADD-PAAT-and-PATBI-Priorities.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>FY26 PADD, PAAT, and PATBI Priorities<\/strong><\/a><\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-style-secondary-color is-layout-flow wp-block-details-is-layout-flow\"><summary>PAAT \u2013 Protection and Advocacy for Assistive Technology<\/summary>\n<p>PAAT serves individuals with disabilities who are experiencing legal barriers to access to assistive technology devices and services.&nbsp; established through federal legislation in response to abuse, neglect, and lack of programming in institutions for persons with disabilities. Since 1975, Congress has created several distinct statutory programs to address the needs of different populations of persons with disabilities. \u2028<\/p>\n\n\n\n<p>The governor in each state selects an agency to be the P&amp;A system. Community Legal Aid Society, Inc.
