French Street<br \/>\n12th Floor<br \/>\nWilmington, DE 19801<\/p>\n<p>The Honorable Kara Odom-Walker<br \/>\nSecretary of Department of Health and Social Services<br \/>\nLewis Building, DHSS Campus<br \/>\nHerman Holloway Sr. Campus<br \/>\n1901 N. DuPont Highway<br \/>\nNew Castle, Delaware 19720<\/p>\n<p>Dear Governor Carney, Secretary Walker, and Deputy Secretary Magarik,<\/p>\n<p>Thank you for quickly mobilizing resources and people to ensure that the most vulnerable are<br \/>\nincluded in the state\u2019s efforts to reduce the spread of the coronavirus. The efforts that you and<br \/>\nyour leadership teams have been making to identify homeless people who are most at-risk and<br \/>\nproviding them with immediate access to housing, food, and medical services will save lives.<br \/>\nNow, we urge you to continue and expand your efforts to ensure that every homeless person<br \/>\nin the state has access to temporary emergency housing, along with access to food and<br \/>\nmedical care, until the coronavirus crisis is over.<\/p>\n<p>We urge you, by Monday, April 13, 2020, to put forward a comprehensive plan for<br \/>\naddressing the needs of the state&#8217;s homeless population for the duration of this public health<br \/>\nemergency that can be broadly publicized among providers and the public so that everyone has<br \/>\na clear understanding of what help is available and where to go to access it.<br \/>\nWe also formally request that you take immediate action to put in place the financial<br \/>\nresources necessary to reduce the threat of rapid community spread through the state\u2019s<br \/>\nhomeless population, including:<br \/>\n\u25cf Provide state-funded hotel\/motel vouchers to every homeless Delawarean until the<br \/>\ncoronavirus emergency is over.<br \/>\n\u25cf Create local housing alternatives and\/or provide transportation for those who cannot<br \/>\nrelocate due to employment obligations.<br \/>\n\u25cf Expand opportunities for homeless people to access food without being forced into a<br \/>\ngroup setting, to decrease the risk of COVID-19 exposure and its spread.<br \/>\n\u25cf Provide access to testing and healthcare, because many of Delaware\u2019s homeless are<br \/>\ncurrently living in cramped shelters and suffer from limited access to medical<br \/>\ncare\u2014putting them at high risk for the transmission of COVID-19 as well as other<br \/>\ndiseases.<br \/>\n\u25cf Provide additional resources for shelter and day programs to access the supplies and<br \/>\nstaffing they need to address the need to clean and sanitize facilities.<br \/>\n\u25cf Expand resources for case management and peer support funded by the Division of<br \/>\nSubstance Abuse and Mental Health to connect homeless Delawareans to resources so<br \/>\nthey can address the problems they face and achieve long-term stability.<br \/>\n\u25cf Expand access to permanent housing as a long-term priority.<\/p>\n<p>Enacting these measures will not only decrease the risk of spreading COVID-19 among our<br \/>\nunhoused residents but for all Delawareans.<\/p>\n<p>Signed,<br \/>\nCoalition to Dismantle the New Jim Crow<br \/>\nDelaware United<br \/>\nH.O.M.E.S.
