Medical-Legal Partnership Program

The Delaware Medical-Legal Partnership is a special project of Community Legal Aid Society, Inc. that provides free advocacy services to Delaware residents experiencing civil legal issues who are referred by participating health and social service providers.
CLASI has a unique partnership with health and social service providers throughout Delaware to assist qualifying residents through a referral process. We work together to address systemic health inequities by tackling health-harming social needs, improving the health and well-being of the individuals and families we serve.
Our Services
We provide free legal assistance to people referred by our program partners in the following matters:
- Income issues, including accessing health insurance, food benefits, and disability benefits
- Housing problems such as evictions, voucher terminations, and poor housing conditions
- Employment and education issues, such as pregnancy discrimination or accommodations in school/higher education
- Legal immigration status issues, including advice, referral, and representation on various immigration concerns
- Personal and family stability issues, such as problems with the Division of Family Services, the need for a Protection from Abuse order, or disability-related problems
We currently partner with the following providers:
Delaware Division of Public Health, for Pregnant/Postpartum People
- Serving patients who are:
- Pregnant or less than 6 months postpartum and receiving Healthy Women, Healthy Babies pre/postnatal services at a participating healthcare provider; or
- Pregnant or less than 3 years postpartum, receiving Nurse Family Partnership or Healthy Families America services through Children & Families First
- Individuals who believe they are eligible for assistance should contact their healthcare provider.
Nemours Children’s Health – Jessup Street MLP:
- For those who are receiving services with Nemours Children’s Health Jessup Street Clinic.
- Individuals must be referred by Jessup Street Clinic staff.
CJC/VOCA Domestic Violence & Sexual Assault MLP:
- Serving survivors of domestic violence or sexual assault who are receiving services from Child Inc. or YWCA’s Sexual Assault Response Center (SARC).
- Individuals who believe they are eligible for assistance should contact their Child Inc. or SARC provider.
CJC/FVPSA Family Violence MLP:
- Serving Latino/Latina/Latinx survivors of Family Violence living in Sussex County, receiving services at People’s Place, through Abriendo Puertas or the SAFE Program.
- Individuals who believe they are eligible for assistance should contact their People’s Place provider.
Division of Substance Abuse and Mental Health (DSAMH) MLP:
- The DSAMH MLP serves individuals receiving services from DSAMH or a DSAMH-funded or DSAMH-allied provider.
- Individuals who believe they are eligible for assistance should contact their DSAMH provider.
Christiana Care Health System (CCHS):
- Serving patients who receive primary care services from a CCHS Medical Group Practice and have income at or below 400% of the federal poverty level.
- Individuals who wish to apply should call the CCHS Health Guide Office at 302-320-6586.
For Providers:
If you work for a participating Medical-Legal Partnership provider and would like to refer a patient or someone receiving services for legal help, please download and complete our referral form, then follow the directions at the bottom of the form to submit to CLASI by email or fax. The screening and referral form should be available from your facility or your facility’s electronic medical records program.
